I'm going to say Miley, but that's is largely because a) the hair and b) the angle of the photo. In any event, I think Miley fills the dress out nicely--her boobs look so perky!
Hmmm, I actually thought Masha looks better in it. Miley looks like she's trying on mommy's nightgown, to me. Not that the gown looks like a nightgown, but it's too mature for her. The girl's a 16 year old rock star. She could have gone much funkier.
